Let's look at something that may make more sense.

England are eligible to participate in the 2014 World Cup. They enter a qualifying round (beta selection) and upon finishing first or second in the group they have then qualified (in) for the World Cup. If they finish third or fourth they have not qualified (unselected). Brazil qualify for the tournament as hosts without a qualifying round (legacy).

So back to ARR road map, the text states we have qualified for phase 1. If there is a selection then we are eligible to participate and have not yet qualified. This doesn't rule out a translation error but we can only go off what's there.
