Are you meaning Beta? If you are, just to let you on a little secret (not really, it's repeated multiple times in the Roadmap), only phase 1 and 2 are JP only servers. Phase 3 extends to servers outside Japan.

Well, then still not fully correct. Only the first couple of Alpha Phases had severs located only in Japan. The last two had servers overseas as well.

No. They said in an interview the datacenters are not yet ready. If they were, why would the first phase of beta still only run on the JP datacenter? You're confusing it with invites being JP only for the first 2 phases.
