how about make the town look more real?

recently, I saw a online game look like olderscroll, Npc would run, walk, eat, and work, and sleep. kind of like skyrim. I think it would make players feel they are in the real town. yes, increase display of the players would also make the town real, but it wouldn't feel the same.

Is it not annoying to find them when you need them, say you cant track them?

It will be like if you got a quest and you go to journal and click on a quest then map and then it show you what NPC u gotta find and when you find the NPC it sleeps or walk a place :P But good idea.
