These special servers would have so low population that it would be a huge loss for SE, and there would be no way for servertransfers between all these different servers.
You need to keep the different servers on the same standard, a RP server is cool cause there are no differences in gameplay but everything else is silly and never gonna happen.

Why would they have low population? Maybe they would have a higher demand, you can never know unless you offer options to people.
Also, if they keep the core o the game the same, I don't know why server transfer between them would not be allowed, in WoW they let you transfer from PvE to PvP and vice versa, even between factions, so I don't think it would be different here.
