I am sure the FFXI like menu list UI could be created with addons. However if you actually used it your performance would go down by a lot.
As said bad players are bad players regardless of what's in front of them. This is pretty much the whole "controller vs M&K" argument as well, where people say:I don't see why Zumi's statement is seen as dumb. The XI style menu, though it was usable, took a lot of button pushes to navigate through, regardless of how fast you were at it. Bad players are bad players, but a good player going through a menu with tons of button pushes is going to be slower then a good player who has to push one thing to access something.

In all honesty though, I've seen some pretty terrible people in MMORPGs using this setup just as much as any other setup. It's the exact reason SE incorporated macros, which both sides of the fence utilized and more games are starting to introduce ;p So you can't really say someone's performance will be hindered heavily/a lot when there's people being pretty bad with the most efficient setup in front of them and again, i honestly seen worse M&K players than gamepad players which GP is basically emulating "menu navigation".

Oh yeah I agree with this, I was just staying in an ideal situation, one is technically faster then the other when giving two players with who are skilled. I used a gamepad in 1.0 because I felt more comfortable with it, but I knew that i could technically become faster with my skills/abilities if I were to have been equally as comfortable and skilled with a mouse and keyboard just because there is less button pushes needed.This is pretty much the whole "controller vs M&K" argument as well, where people say:

If a player prefers menus and for some reason plays faster/better with them by all means do so.
If I recall correctly, the last game I remember seeing with fast-paced combat and a classic menu was Kingdom Hearts. It kind of worked there but for things you used with any decent frequency you just put them on the shortcut menu. Anytime you had to actually navigate the menu in the middle of combat it was pretty cumbersome. For gamepad users especially it's a bit of a nightmare, trying to move your character with the left stick while repositioning your camera with the right stick and navigating menus with the D-pad, not to mention selecting those options as well.
It works best in slower paced games, FFXIV I think is just fast enough that it would be detrimental.

Hmmm. Maybe if you had it like FFXIII's style of menu (one quick/repeat option) or have it were you simply held down the selection button to automatically go into the menu and make the selection, some FFs if your playing on fastest speed you'd pretty much had to time holding down the select button and either holding it all the way through or stoping right where you want to change selection.
Other than that, the menu style isn't really viable anymore.
