I'm gonna go out on a limb here and deduce from your post (90% blabber btw) that you seem to think that because actions/abilities can only be used if they're set in an action bar in MMOs, they cannot be mapped to a specific key.

In WoW, an MMO that's been used as a model for FFXIV's UI, you can map any key you like to ANY slot in ANY action bar you like. So let me tell you how it works in WoW:

Correct me if I'm wrong on this specifically, but I haven't played WoW in a long time, but if I recall correctly you can have 3 or 4 bars by defeault (default + ctrl, alt, shift) and up to 10 or 12 action bars if you use certain add-ons.

So what if I want to map an ability to the "F2" key on my keyboard? It's quite simple really. I just pick an action bar I don't use, for instance, action bar 10. Then I go into the keybindings setup and remove all mappings for that bar. Then I map "F2" to the 1st slot of bar 10. I then put the ability I want mapped to F2 on slot 1 of bar 10. I then make sure bar 10 is never shown by making it invisible. Now I don't have to see bar 10, but whenever I hit F2 I can still use that ability.
That's how it works in WoW, and I don't see why it'd be different in this game given that they used WoW's UI as a basis for this game.

So let me reaffirm my "ITT people complain about stuff they haven't even tried" claim.
