DirectX is a windows API for graphics. PS3 obviously does not run on windows, so no, it does not support any DirectX version.

This is no longer true. Graphics design was done mostly on a Mac because it had more tools for it, but now windows offers the same software, so it's a matter of choice in the end. And as far as video games go, it doesn't make sense to develop them on a Mac if they are going to run on a Windows machine.

As for DirectX10/11 games running on XP: yes, but they have a DX9 compatibility mode for that. WinXP does NOT support anything above version 9. There are some hacks to enable that, but they are just that, hacks. Running instable if running at all.
