i cant ever get a clear answer from people exactly WHAT i need to get to run this game perfectly.

In no way I am defending or justifying SE, just a reality check: What you need is to wait. Yes the engine lacks even the most basic optimizations but at this point the priority is on the need to redesign systems and add content.

We are all on the same boat, the game runs crappy for 99% of its players.
