The FFXI statement is entirely NOT TRUE. Windower, which is not supported by SE, did allow you use "add-ons." Most of which were harmless like TP and MP tracking, Skill recast timers, or distance for target tracker. All of these are mostly non intrusive add-on as these were just read from the data sent you your client.

As for FFXIV add-ons, I'd love to see a distance tracker, it'll help ranged and magic user make sure they are within usable distance of their skill. As mentioned before add-ons are not "needed" but can help newer player get a grasp of they system, allow older players to track statical output(DPS or EXP/hour).
As for PS3 not getting add-ons; well you can't rule out the possibility that the add-on SDK will not include a PS3 part as well. Add-ons can be categorized as free DLC. SE did mention, if I recall correctly, that they will be checking the add-on before giving their support as reconized add-on.
