I don't see the need for SE to ever release an SDK, other games don't have them and their add-on communities thrive.
Hell, XI didn't have one and windower plugins were always being developed.
People will find a way without an SDK.

There is going to be add-on support, the only thing at issue is when.

That is true but there is a limit to what one can access with out crashing either the plugin or the game in general. The Add-on SDK at least for me is more encompassing suite of functions that I can interact with manipulate in real time depending on how much power is given to us. For instance a access to free company stats live,current map locations,AH prices. Doing something like a live Free Company wide event alert with real time map waypoints for instance would have been possible in 1.0 if access was given to map, menu, and LS functions. More so if a custom Leve menu could be kicked out so it would mimic functions players are use to all the better but baby steps as my exceptions are not nearly that high for it out of box.
Not all who want the SDK are seeking simple things that can be achieved with out some of that info. Chances are the first Add-Ons out will be data collector tests by the designers such as the duo from xivpads.com for them to improve functionality of existing projects and help along other development projects that had on the back burners.
But a indirect demand and threat are not really required for that, but it was just a promise some are looking forward to that one forum goer decided that a Pulp Fiction style robbery scary tactic was required. But even the best intentions won't hold ground at the Jheri Curl of Samuel L Jackson.

Meh I never played with add-ons in FFXI and I got by just fine. Elitests are going to be elitests regardless of some conditions, like whether or not we have add-ons
