I hope only certain add-ons, like fluff for the UI or the map or things like that, are the only ones allowed. Damage meters and the like, we can do without unless SE provides them in the game themselves.

As far as i've understood so far, that's all it's supposed to be, UI looks customization.

SE will release the "SDK" in the time frame they feel it is ready ;p
I know, it is not the answer you want to hear, but since "when" is information that isn't official, so we cannot tell you, or else we will have to kill you. ;p

Personally, I don't think an SDK is necessary in order to facilitate addon development. All that's needed is a library of code functions and a way to run them.

This is true, but SE this time wants "sanctioned" addons unlike FFXI's windower and the like. Remember SE mentioned that addons can be submitted then after a "review" it's either be "sanctioned" or rejected. This gives SE a little more control over usable addons giving them more right to changed server client code to "break" non-sanctioned addons.
