Ultimate Pay does not seem to have these issues in my experience. I have had no actual transaction experience with Click and Buy, because their EULA and privacy policy are so wholly immoral and wanting for violent revolution by the dragging of their legal team and executives out into the streets to be (bannable language deleted) that i summarily refused to do any business with them. From your experience, it seems that click and buy really is that bad and i am truly sympathetic to your pain of having used them.
You could always call up "Bank of America" and tell them that you plan to be an illegal immigrant to the united states via border crossing from mexico, they will gladly provide you with a bank account and credit/debit card issued in the US, which should bypass any silliness in the SE payment system, especially with the new ability to directly use your credit card for payment.

Throughout my entire history with se I have had a grand total of zero payment issues.

Paid the normal way for XI for as long as it existed - no issues.

Used click n buy for a short time with no issues, no fees, no nothing, but closed my account with them due to their dubious reputation.

Bought crysta via Playspan with zero issues. No fees, no nothing. Worked fine

Now I use the credit card option that was added most recently. No issues, no fess, no nothing.

I guess you could say I had an issue with click & buy, but it was more preemptively avoiding an issue before it could happen.

Playspan was easy enough to use, and as long as you didn't buy too much in one purchase, there was no cost. When the option was added to buy exactly the crysta you wanted, everything was peachy. the new credit card option was basically icing on the cake. Yes, it should have been there from the beginning, but better late than never.

The two main issues I can identify are user error caused by lack of clear documentation (Easily fixed, no idea why it isn't) and international-related issues, mostly for people who bought the game in a different region than their credit card/bank account is from. Some of the latter issues aren't really SE-specific and these people have issues buying stuff online elsewhere as well. There's no magic solution that's going to work for everybody, sadly. it's not completely within SE's control due to the laws and availability of services in different regions. I see a lot of people rage at SE like all of the issues are entirely their fault when that's not always the case.

Nah, is been like that with FFXI, it took me 2 years to try and play FFXI, i finally give up after i get my 8th Credit card, SE's billing system is by far the worst i have ever seen.

I haven't had payment issues before myself, but i know people who spent hours trying to fix it. Most annoying thing ever.... SE needs to change some policies it seems...

You not hving a card that they can accept is not them having a broken payment system. It's you not having a card that they can accept. Since the dawn of credit cards not everyone has accepted all cards. The newer payment system actually represented progress in this regard as it offered non-credit card ways to pay.

No matter what it is, that drove off a lot of potential customer, no choice but to compare with WoW they both started early, but WoW is MUCH MORE ACCESSIBLE than FFXI ever was, in terms of PAYMENT gateway.
