Yeah no, he was left out deliberately. There's too much hidden about Urianger, it's all part of his character to not be there.Probably at one of the other 10 shrines. They only had a certain amount of time to make the sequence of NPCs praying match the second refrain in Answers in order to keep the emotional power behind it. Had it been too long there wouldn't have been enough time to show Loiusoix attempting to seal Bahamut without moving beyond that section of the song and breaking the flow of the video.
They deemed NPCs from the 3 nation's storylines as the most important to show, as they're the one's most players know, being introduced in the very first part of the game. If the goal is to build hype for ARR and bring players back, why show someone most players who quit after month 1 don't know?
Yay logic.

Actually, if you spoke to Thancred during Don't Hate the Messenger, that whole business with the Faded Pages was actually a hoax done by Urianger to distract the Garleans by having them chase him all around Eorzea.
...Hildebrand rode on the back of Bahamut because he's a boss that way. Bahamut was like, "NU I DON WANNA CRASH TO TEH GROUND" but Hildebrand grabbed him by the manboob, and in one gigantic titty twister, threw Bahamut - and Dalamud - to the ground in one gigantic force of MAN.
