I've been wondering the same, too. I don't like him at all, he's way too suspicious.

Probably at one of the other 10 shrines. They only had a certain amount of time to make the sequence of NPCs praying match the second refrain in Answers in order to keep the emotional power behind it. Had it been too long there wouldn't have been enough time to show Loiusoix attempting to seal Bahamut without moving beyond that section of the song and breaking the flow of the video.
They deemed NPCs from the 3 nation's storylines as the most important to show, as they're the one's most players know, being introduced in the very first part of the game. If the goal is to build hype for ARR and bring players back, why show someone most players who quit after month 1 don't know?

Well if people were required to pray at every stone to launch off the resealing I'd assume he was at the final stone in Mor Dhona where Living on a Prayer ends and he tells you the business.
