How many Legatus are there?

Gaius is in charge of the XIVth Legion.

Does it mean there are 12 more legions we have not encountered yet, and each posses a Legatus of their own?

And if so, can we expect 12 more awesome judge like characters?

The imperial army is composed of large-scale units known as legions. Of the fourteen such units believed to exist, it is the VIIth Imperial Legion, commanded by Legatus Nael van Darnus, that currently threatens our hearths and homes.

According to our sources, each legion is comprised of ten infantry battalions known as cohors. These cohors are further broken down into three companies, or manipuli. Finally, a manipulus consists of two platoons, or centuriae.

lol I thought for a second maybe it was hereditary, the number, or something like that. But then I remembered that lodestone update, which I added to the OP. It is confirmed that 14 legions exist.

Well if a leader dies wouldn't they just appoint another one unless we are to believe we killed everyone from that legion?
