If they using the word as I understand it then a legatus is a general so there should be one for each of the 14 units. If a unit was wiped out I assume they would just build another and it would have a new legatus.



Also I'm fairly certain that the plural for Legatus would be Legati.
But don't quote me on that cus I failed Latin in school.
Unless you're planning on invading the empire, I don't think you'll be seeing all the other legati. The empire is far larger than our tiny little region, and the army spans it all.
However, the empire may start getting antsy after we keep killing of their leaders, and they may send more. But I wouldn't expect that unless the game went another 6 years or so.

Just because the commander of a Legion dies, doesn't mean that the people under his leadership disappear from existence.
They'll just replace the dead Legatus, in this case Nael, with another bad guy. Or dissolve that legion and split those soldiers amongst the other 13.
I think the first option is a bit easier, though.

Actually since the whole of the VIIth legion was in Mor Dohna you could say it was wiped out... They would have to get a new Legatus and reform pretty much the whole thing... Something tells me we are slowing going to get each one to fight pulling themes from the numbered FF games that they fall to... as noted Darnus was the VIIth and had a lot of connections to themes and such from FFVII.There are still 14 Legions.
