You need an active account, as said in the application requirements on the alpha page : http://entry.ffxiv.com/alpha/index_en.html

Well signing up for the Alpha requires you to log in using the Square Enix Account Management...So at the very least you would have to have an active SE account which is free for anyone to make.

I don't remember if having an active XIV account is required.....never mind it appears Patafix solved that one for me. lol

I don't think their site checked all that well for active accounts because I knew a guy who quit playing last January and it still let him sign up for alpha.
