They're seriously considering both approaches, as in - carefully weighing the pros and cons of each system against the cost/difficulty of its implementation compared with the likelihood/frequency of such a thing ever being necessary. As Yoshi's said, it's doubtful that 1000 people in a single zone all fighting or whatever would ever happen "naturally" (as in, without some deliberate planning by players, or a poorly thought out event by the designers/developers).

So, when they say "seriously considering", they mean "looking at all the factors and weighing them heavily against each other". They don't mean "seriously think we're going to go that route". I'd be inclined to think they're leaning more toward an instancing solution - but again, the cost, time and such of implementing such a system could be quite expensive and (and I'm only putting this forth as a possibility, not an inevitability) could set things back farther in order to properly implement and test it. So, it's not a decision to be made lightly.
