Your entire premise is based upon the assumption that every zone will only support a finite number of concurrent users and will be hard coded to lock players out once that number is reached. An assumption that has no actual material support outside of your assumption, making the whole discussion irrelevant. We might as well be talking about what tactic and strategies we should be using in 2.0 for the Martian Pony Invasion raid.
Actually, Yoshi-P has discussed that very issue. There's a translation/summary of info in a thread around here (I'd need to find it), but he specifically says they're considering two options for the possibility of a zone reaching maximum capacity (which seems to be 1000 people). One option is a lock-out, the other is to have a new instance of the zone created for people to go into instead.

As he doesn't anticipate having 1000 people in the same zone as a "normal" thing, they're not sure which would be the best way to go about it and are mulling it over.

So, the OP is bringing up a valid topic. It's a big "what if", but it's something that they still need to account for because it could happen.
