More than likely, the App selection process went like this:

Q1 - A + C = through
Q2 - B + D = through
Q3 - A + D = through

All the way through the final question.

Then, the whittled down number of applicants are reviewed based on Age, Experience, Location and PC Specs

Finally, the QA Public Testing Lead will review the Remaining Applicants eliminating people based on the way they Post, The way they Play, and their Reputation. People who have Alpha Tested for SE before will certainly have priority. People who were obnoxious in the first Alpha will be immediately excluded.

Alpha Testers are not random people thrown at a game. They are selected in a way that will maximize the effectiveness of the Desired Tests.

I can tell you that people who have alpha tested for SE before will not have priority because I was part of alpha 1 for FFXIV 1.0, so by that logic I would have been high priority for it.
