Ok, let's try this...

I just got my brother to sign up for alpha.
His account was not active ever since the payment started.
The application was accepted.

Which is actually rather weird, because when the application was opened multiple friends of mine tried to apply but were bounced because their account wasn't active.

Evidently something changed in running. It may just be an honest mistake mind you, but in that case owning up to it and posting an apology would go a much longer way than sweeping the problem under the rug.

If there was a problem with the system they would have picked it up instantly, people here just think because people are posting about not getting in then most actives didn't get in over inactives.

the post I just quoted above yours shows that a problem is indeed present. Wheter the rule was changed without communication, or a technical problem prevented it from applying, it's rather evident that inactive accounts can indeed apply to the test.
