Upgradeable doesn't necessarily mean it's look will change.
When the FFXI level cap rose from 75 to 99 (over time) the relic weapons became "upgradable" but still looked the same. the only thing they've added to them now is the fact that your character "shimmers" if you have the final upgrade completed.
