Final Fantasy XIV: ARR isn't being given to only Legacy Players. As for the actual question, we still don't know how they will handle it fully. They will be releasing the new client as a download (as pointed out below).

Good question, I have not seen this info either. I would awesome a download, but a hard copy would be awesome. Also curious how bonus items recieved with special editions will work, will we have to buy a whole seperate copy, or can we pay to upgrade?
They said they will be distributing a new download client. It was also mentioned that yet, there will be an upgrade possible for players to the ARR CE.
He didn't say or ask if it was "only being given to legacy players." However, it was stated in the roadmap that current players (not legacy players) would get the game before everyone else.
While he didn't state that specifically when he mentioned: "Does anyone know how SE plans on releasing ARR for Legacy Players?" It does certainly imply that, so I wanted to point it out quickly so people didn't get the wrong idea. Also I would like a link to that part of the road-map where it states current players get the game before anyone else. I have never seen that.
I surely didn't mean just Legacy Players, I meant current players in general. I know new players have to purchase a copy, I was just wondering if anyone knew how SE plans to distribute 2.0 to us (current players).
After the new client is completed, new software for the PC version will be distributed online, and can be acquired free of charge. Character data and progress for players already playing the PC version will also be preserved, allowing those players to continue using their in-game avatars. Another announcement will be made in the future as the day on which the new FINAL FANTASY XIV software will become available for download draws near, and the PlayStation®3 system version officially released.
This is a quote from the original post that also contained the road map download. It is still available for viewing on the Lodestone. There has never been any further details posted that I have seen. I suspect that they will make a download site available via the Account Management system with access tied to your FFXIV account. This part is just a guess on my part.
I would love to have a download to be ready to play from the very first moment, but I WILL buy any special edition the game offers (more of if it comes with physical goods), probably for PS3 to be able to play it on there too if I want, not just on my PC.
Remember the Legacy ring?... yeah if they included that in physical form instabuy.
