Isn't there a "bestiary" in the works? Maybe only certain mobs spawn in the boonies and if you want that bestiary entry, you gotta get away from that aetherite.
Since we won't have map completion in ARR I think there should be at the very least rewards for mapping an entire zone.

Conclusion: Because you want to. Rewarding players for every little thing is exactly what is killing off MMOs and games in general in terms of achievement.
You turned on the game..ACHIEVEMENT UNLOCKED. 1500 POINTS, SPEND IT NOW ON A GUN WITH LOCKON IRONSIGHT!
I think the incentive is already set toward unlocking your map.
Questing is going to be the primary form of xping, so why would you go out of your way to kill stuff that doesn't directly contribute to the quest you're working on? (quest mobs have historically had different names and are instanced, so this is my argument based on this information. could be subject to change in ARR but I doubt it) Yoshi-P has already stated that monster grinding won't be a very viable way to level up, but I guess if you want to go back to old school style FFXI where you grinded stuff for an hour to get a level, by all means.
I think just having to run around the whole area to open up your map is good enough. I believe Yoshi-P said there were going to be achievements for doing this as well, though I'd be surprised if there were any XP rewards tied to it.
This is like saying "the longer a NM is up the better then drop %"! Thanks I'll pass... in the 10min you wait for that 1 kill to give you +100 more exp another player can kill 5 fresh spawned mobs... and going by your example it will be 600 vs 2500 for a 10min period. That is a huge gap. Even if you do find a mob alive for 3h's and get 1000 for that kill at a rate of 1 kill per 2 min, the person hunting fresh spawns at 500 a kill will be a 45,000. Or find 45 mobs which have been alive for +3h's to equate... This is pointless to the point of why bother...
I think you could also use dynamic quests (quests is where we get our exp, monsters will be little to none in ARR).
So if the quest sees you haven't explored an area it will choose a new area or may choose a less populated area if such thing happens.
Exploring you dont have a choice not to do :P lol
More or less what WoW did, it was quite effective (after finishing a zones quests you had almost if not all of the zone discovered).
I don't know about that my friend, when i played wow pre cata. I hit 80 with my war, and i had probably explored 1/3 of the beginner continents, 1/4 of BC, and 1/2 of LK island... If even! Was probably my fault as i got 65 levels sitting in town waiting on the LFG tool!!!
lol I played to level 60 90% solo. Also I completed quests even if they where not "red" for exp (didnt do quests by efficiency). Anyway, if you did level off quests you ended up exploring even if you werent thinking to. Yoshi-P already stated that this will not be how ARR works. You will get xp from quests, missions, etc. Party grinding will be a option but not better than Quest, missions, etc. The idea is to build a stronger community. I like the idea. Our community is what set us apart from the other fly-by-night MMOs.I like your premise, but I think it would make leveling up and getting XP far to easy.
Your idea would be awesome when combined with the NM system. However every mob in the world may be a bit much!
Also it really flies in the face of of the FF community logic of setting up a party camp and grinding out XP quickly.
I know your suggesting bonuses and it does not change this aspect of FF. but you do have to admit it's a staple trademark of FF MMO's.
It probably could work, however I would think they were have to be a cap on the max amount of XP a mob can earn a player, and the times probably should be hours not minutes.
