Umm....the action bar IS always up when a mob is targeted....

No it isn't, and even when you lock on, the action bar is displayed, but if you move the camera with the mouse, you have to click on the action bar again in order to make it "active".

Oh, okie. I misunderstood what you meant. I use a combination of gamepad and keyboard, so I've never encountered that particular problem.
