I hate to inform you, but it sounds like more of an issue of self intitlement at this point.

When you recruit people and tell them nothing other then that its for a leve(or faction level in this case) you arent telling them anything other then you need help.
You dont tell them you are doing it for the drop, you dont tell them you are doing it for anything specific.
So when the drop does come, do you really have a right to tell anyone who it should go to? Of course not, these are random people, they are helping you complete a leve, not "get a drop" because thats not what you asked them to do.

Its all a simple case of stating what you are doing ahead of time, and setting some ground rules.

You can not blame other players for a lack of ground rules on the part of the person running the leve. And you can not blame a player for wanting to keep a drop that rightfuly belongs to him cuz it was given to him by the loot system, especialy given he wasnt told the leve was being done for the drop to the person running it.
