    Perhaps he behaves like a primal but isnt one - to summon him you have to earn the right (fight), but he is also an npc you can perhaps talk to in order to obtain special weapons through quests (swords ^_^).

    Whatever he does better hide him away in a cool corner - he doesn't belong wandering around Uldah unless on very special occasions.
