Well, to be honest, both are quite important towards a game. It's just that the priority of gameplay takes a higher precedent than graphics - if the core of a game is unplayable, no matter how good the graphics are, the game isn't worthwhile. Depending on graphics to make a comeback in a case of a failure is folly - there's no point in saving a game if graphics is it's only good aspect. Let them develop more pressing matters and core mechanics first, to ensure the game is playable to it's maximum potential. Then work on animations, graphics, lighting etc., the facade to disguise and hide the mechanics.

The point I'm making is that they ARE improving with each alpha footage they release. From live letter to current alpha footage of Gridania, the animations have already improved. So they aren't ignoring it - it's just not a main core mechanic to deal with at the moment.
