Actually it is SE's fault. They have already shown in the past that they can make contests, fit for the whole of Europe.
They had even promised that they would expand this type of contest for more countries, but they haven't done anything to improve on this point. And we're not talking about having a few weeks or a few months: they had over two years.
My biggest annoyance however, isn't the fact I can't compete in this amazingly fun contest, it's that they keep calling it an "European contest", which it is not.

Agreed. As an Aussie, I fall into the European region according to SE but even if they wanted to go by only the countries that are really part of Europe, they're not doing that either. It would be good if they could stop calling them EU contests if that doesn't properly define them.Actually it is SE's fault. Honestly though, I get mails or approached in public regularly about raffles and other competitions that offer prizes with real dollar values (often asking me to buy $15-20 tickets for a chance to win some big house or something), so having another company say that they can't do that for legal reasons is a little frustrating...
In the end, there's nothing I can do about it (unless SE wants to share exactly what sort of legal problems they have in bringing these competitions to other parts of the world, then we can actually approach our politicians with something more appropriate than "Get out of SE's way!") so I'll just wish those lucky people (who happened to be born on a pin head) that can participate all the best of luck and fun. If nothing else, I can still enjoy the competition from the wayside ^_^

Especially since SE have been known to breach Australian trade law in our market in the past by region-locking (most of the industry does, so they become somewhat powerless as a result if someone here pirates their game). Your guess seems right on the mark but if anyone has a solid legality issue we could address, I'd certainly be willing to write a hand written letter (something that would cause me physical pain because of poor muscle and motor skill issues that cause excess strain in hand, arm and back when writing, but that's just how serious I am) to anyone who may have the ability to remedy that issue. I've tried looking for such details myself but with such a vague concept of what could be blocking them, I could read a hundred pieces of legislation, not understand a single word of the legalese and still not be able to find the problem.
I'm also an Aussie, and would have LOVED to enter into the "Memories of Eorzea" competition. I think it would be cool to give players an option of an online item or achievement or something to compensate players who are out of an acceptable region. I think I'm gonna post it anyway, because its an awesome photo and then maybe some people will see it! It's when we were training for speed runs in AV, fighting coincounter!
