I was there during a goblin event, Kipih Jakkya was frusterated and confused at why the goblins, normally peaceful, were suddenly attacking the city gates.

Conclusion: The frenzy was on their part, motivated by the effects of Dalamud, based on actual canon.

However, contrary to Kipih's words, those goblins never attacked anyone except in self defense....so is it canon or not? The GMs say they are attacking but that little aggro indicator by their name say they are passive. Direct conflict in reality
