I mostly meant secret in the case of how they control things, such as Lord Lolorito and hiring someone to assassinate Niellefresne for stealing the Heartstrike dagger. Sort of like how people think of an illuminati in our world. Course they aren't controlling the entire world but they are there in the shadows of Ul'dah and not all their dealings are open to the Ul'dah society.
