    In September 2010, there was a delightfully lore-packed page called the Eorzea Prelive Report, WHICH HAS BEEN LOST TO THE AGES AND WE COULD REALLY USE AN ARCHIVE COPY OF, that explained it very well, but the long and short is that it's inspired by the Persian invasion of the Greek city-states.

    The Twelve = Olympians
    City-States = Athens / Sparta / Mycenae (independent, history of war, align to face a threat)
    Etc. Etc.
