The NPCs we meet are probably 3 people from The Company of Heroes, a group who has defeated both Titan and Leviathan before. Also I'm pretty sure the symbol on Louisoix's staff is Rhalgar, if I'm remembering correctly, I say each Archon has a weapon of their own and Louisoix's staff wasn't that particularly special in terms of staves and power. Power comes from the one wielding it and Louisoix (since he's an Elezen and they live a long time ontop of being a "reincarnated" twelve who may or may not have been alive for 1500+ years along with Urianger) is a powerful mage due to these many reasons.

Also for the 3 Heroes, looks like it's 2 Miqos and a Roegadyn. My main question is centered on those 2 staves they wield in the video, "oooooh, what are those?" They almost look like Stardust Rods, but glowyfull.
Nah they regular staves ..the glow is from the magic they casting...and to me the archer seems to be a Hyur chick
