The voiced cutscenes tell your computer to render at a higher quality rate than normal CS's or gameplay.I would agree with the horns having same skin for every horn in-game but we see them in two CSs that aren't ordinary CSs ..they are better graphics voice acted CSs..and everything that happens in those two CSs is unique ..so i think everything in them was done more carefully ...so those 2 horns looking alike is no coincidence for me..

yeah that is the horn the mammet blows and makes the gobbue go crazy ...as Corguevais says apparently Nielle made that Mammet play the horn at that moment for a better show but it ended up supposedly costing Warburton his life (Ascilia's father) ..I guess Fernehalwes has to confirm this.. if the look of the horns is cuz of crystal tool or they look how they have to lookThey still use the same assets. Yeah I hope Ferne can give us an explanation sometime of what Corguevais' purpose was and what happened to him. Course it'd be nice to know if they can't tell us cause the story will explained in 2.0. I'd go with that too. The one Echo scene with the Lala Twins coming back to the Chocobo stables is what made me think he was killed, since they say they took care of it. Also I'd say it would be hard for 2 Chocobos to pull a Carriage and outrun 2 Lalafells on separate Chocobos. But it brings up more questions, what did they do to him, what happened to the horn. If he got away then was he a Garlean spy, what happened to the horn (repeat). I really like that there's no solid answer right now, unless I totally MISSED something from the Cutscenes, but I've watched them enough to feel like an expert lol.They still use the same assets. Regardless at the moment we can say there's ATLEAST 3 special Horns in Eorzea. 1 from Ul'dah, 1 from Limsa, 1 from Gridania. Ul'dah and Gridania's Horn(s) seem to be able to quell or enrage monsters. Limsa's Horn is able to free a sea monster? The Wandering Minstrel brought us horns from a land faraway (I think the name is mentioned) which gave us the power to summon and ride our Goobbues.

Also, Neille purposely made the goob go berserk so that his party (himself, F'lhaminn, the lala twins and the roegadyn) could be billed as Ul'dah's "heros" once they took care of the goob. Then Thancred showed up and stole his thunder LOL. His party is naive in their ideallistic quest, and so they weren't seriously counting on casualties (collateral damage).
They passed out the flowers because it was believed that they were rare and warded off beasts. Prior to the parade, Neille was said to be buying them en-masse. He even buys the one the player has. Neille knew what the horn could do, it wasn't a matter of making the parade a better show.
Here's some more screengrabs of the horn to satiate your thirst for knowledge! It's enormous compared to the Limsa one (Sthalmann was holding it in his fingers almost, whereas the Ul'dah one..damn its big o_O)

There could be many magical horns throughout the realm that serve different functions. I'd assume they are rare enough to where the common folk wouldn't easily have access to them, but not rare enough to where only 2-3 would be the only ones in existence. Limsa's horn/key/relic function is unknown as of now, but Ul'dah's seems to enrage monsters, while the moogles' seem to posess one that tames them. And of course, our own goobbue horn fits in with these somewhere!

Nielle and his circle are sons and daughters of Syndicate members, the objective was to have Greinfarr kill the Goobbues and be a Gladiator hero, but it didn't go according to plans. Instead of just breaking free, they went on a rampage. Also one thing I noticed about the Ul'dah Horn is it puts monsters to sleep before it enrages them. I think I bring this up in my summary. Pretty good read if you haven't read it already. Basically it all comes down to the 3 City-states scenarios being an Echo.
