    How did he end up rusty? Hell, I'm amazed that part of Merlwyb's inauguration didn't include gunning him down personally.

    You have a point, but in a city of cut-throats and criminals:
    - Good luck enforcing that. Merlwyb has enough trouble keeping the lesser pirates in check.
    - The pirate population might have something to say about the precedent it sets.
    - We like our echo-mules.
