I'm still working on my other posts, but just wanted to pop in to weigh in on Milfinia's echo. This is not an If A=B and B=C then A=C situation. Yes, Milifinia has the echo:

As an unexpected side effect of the gift, it seems the ability to reach into the soul of another also allows some of us to understand their words without having to comprehend the sounds they utter. In short, the Echo has granted these fortunate souls mastery of every language existing on Hydaelyn.

She got gypped when they handed out Echo bonuses, is all. ^^

The echo allows you to enter memories, and it stands to reason that it's within those memories that we're most likely to hear what they really meant without needing to understand the exact words. We're outside of an echo when the Sylphs come in. If only some of us can make use of the "understand words without words' ability to begin with, fewer still of us must be those who have mastered all languages in the history of ever regardless of whether we're touching someone's soul enough to echo-jump them or not.
