I guess the final battle would be not southeast Mor dhona, but southwest Mor Dhona (south of Castrum Novum, near Silvertear Falls). There are already some lv 48 VIIth Legion garleans.

Ah sorry no, meant Southwest typed Southeast. Those Garleans have been there since Castrum Novum was opened up.
