He appears in the story up to the level 20 quest, as well as another Padjal O-App-Pesi.

Actually what they are is clearly labelled in the map. That's a Ceruleum refinery

Those "Mako" reactors are Ceruleam refineries. It's a mineral that burns with a blue flame that has become a popular lighting source for Ul'dah and LL.

Edit : I keep getting beat to the punch because, apparently, everyone else refreshes their browser twice a second. =/

There are areas in each of the three main cities we still can't enter. Not even quests there, just places where "You cannot go any further".

It's in large part due to the incompleteness of the game when 1.0 was released.
