IP Ban = not efficient. Anyone can come up with 100's of IPs and change at will.

As for tracing the money back, that's supposedly what the STF is doing (at least on XI, they did). Those billions gil removed every now and then from the economy weren't done by banning RMTs one by one. But on XIV it seems like for now SE don't care. They will probably wait for ARR.
