Its probably because its cheaper and easier to send something to these 4 countries. You also have the language barrier to deal with; Jokes that are funny in Russia for example, may not be funny in Spain or France when translated.
Here's a good example: Two Ronnies - Fork Handles. My friends ex wife is American and could never understand this joke.

Hello. I'm from Singapore. To the folks from SE, if you don't already know where we are, please Google this tiny red dot who happens to have about 9 million internet subscriptions in a country of almost 6 million (go figure). We have been progressively excluded from every single competition that has been organised for the FF XIV community since DAY ONE.
I would really like an official explanation from SE as to why they have decided to consistently exclude certain territories from their official forum-based competitions. We are just like any other paying customer. Will this be rectified in 2.0 or will we continue to be left out?
There was an official post explaining that country exclusion was done due to legal reasons for every single contest.
Also, Singapore isn't even on the supported country list for the SQEX Account services, meaning that you shouldn't even be playing XIV right now, neither accessing these forums. You had to enter fake information to be able to create an account (since Singapore isn't selectable in the country list), making you break the ToS as soon as you signed up for the service. You shouldn't really expect anything when it comes to forum contests :| Be glad SE don't ban you already I'd say.
(And I'm not saying that's good or anything, but players whose country isn't even eligible to play the game should first complain about the lack of availability of SQEX Account services in their country rather than being able to enter some random forum contest... Know your priorities.)

I seriously can't be bothered with all the legalese (gee does anyone even bother to read the ToC whenever they install a game?). All I want (and I guess I speak for a majority of us who aren't "supported" by SE) is some assurance from SE that we are just as part of the FF XIV community like any other paying customer (so like now it's like we're aliens giving them money because we don't exist in their world!). I do understand there are some limitations with regards to giving prizes, but there has been some contests where the prizes awarded are in-game items - and there can't possibly be any worldly physical limitations with that.

Enter fake information to play this game? I think I'm well educated enough to NOT do that. My credit card information, address and other details are as real as any other gamer in here (I hope). I bought the Collectors' Edition of the Europe edition of this game, some of my Singaporean friends have the American ones, but we're all connected online (a whole bunch of us reside on Masamune now). And many of them have been loyal followers since FF XI. Why would SE ban us if we're already legitimately paying for a lot of Yoshi-P's coffee and cigarettes? (ok bad analogy but I hope they get the point).
And that list of countries... I just wonder how they did come up with that. I mean... come on... Timor Leste? Anyone of you from there? Any players from Greenland hands up please?
If SE could give us A REASON why we're excluded (and that includes my friends from Malaysia, Indonesia, the Philippines), I'm fine with that, whatever that reason might be.
And why would anyone make a game that excludes some people from playing it....
Because SE doesnt care XD.
