You mean something like Sandworm and Dark Ixion where the JPs position hack to it as soon as it spawns with mules they don't care that get banned so NA players have absolutely no chance to ever claim?

That's a poop system.

That's not a bad system because of it's own design. It was a failure because SE allowed players to packet sniff without consequence. Blame poor game policy for that mess.
