Linkshell Options/Features (Ousting Inactive Members)

As I understand it now, only the LS leader can pearl others. Is that true?

I got the pearl for my ls from someone who is not the leader, so I'm gonna say no.

As for the theme of this thread, my ls already had to break and restart because of too many inactive players so I'm all for this!
