A portion of the changes in patches 1.17 and 1.17a are preparations for the mid- and high-rank PvE content planned for later release.

I prefer to release fewer quests regularly as part of the monthly patches instead. This may give the impression of less content per patch, but I'd like to try it this way for a span of about two months or so and see how it goes. At the same time, we'll gradually be implementing system-side changes related to quests as well, aimed at improving user-friendliness.

Patch 1.17 will be the first patch(not included 'a','b' minor patches) since side-quests were created so we should see more quests / changed mechanics during this patch as well. Along with seasonal, battle changes(which are 'preparing' for instances), and the other changes they have in store for us.
