I was under the impression that off-hand tools never produce +1 results?

For non-dated synths, this is correct. However, the Fleece recipe was never updated, and as such, operates under the old rules.

I don't know if you've looked around, but there really aren't any higher level sheep around. Funny thing is, higher level sheep like the ones that used to be near Bloodshore actually drop fleece straight up, probably why they didn't update the recipe.

However, for some reason, these sheep are a rare spawn now (They apparently used to spawn normally). If you've ever seen some random diremite chilling around Horizon or Camp Tranquil, or seen a sheep at Bloodshore, this is why. They seem to have a fairly low chance to spawn in place of normal monsters. It's kinda neat in theory, but in practice it's frustrating because the only sheep who drop fleece spawn in this manner. While diremites DO get higher level versions you can kill freely, sheep don't. The only higher level sheep are karakuls, which drop karakul fleece instead.

Really, it seems to be a bunch of silly game design decisions all clashing together to result in having really only one place to farm fleece, and with a dated recipe at that. Hopefully it changes in 2.0. Actually, it better change in 2.0, since dated recipes, like the one to turn sheepskin into fleece, are going away.

Just do a few leves at Bearded Rock. You'll be level 15 in like an hour and level 1 sheep will be the least of your worries. sheesh.
