I don't actually see this stated anywhere. Just that there will be lotto rares and token rares => which could be the exact same items.

Everyone could really be reading too much into this and what they are really doing is an odd hybrid of what Moogle/Iffy/Garuda are today. Token for every win, chance to get a 25% chance at a rare drop a couple times a week.

Hardcore folks -> grind out your tokens and get gear fast, take advantage of lotto when possible

Casual folks -> Only play your 2-3 lotto runs per week, still slowly accumulate tokens towards an item if your lotto wins don't drop the specific item you want

Then on top of that, have tiered difficulty to the battles - Normal (Story), Hard (OK Gear), Extreme (Potential BiS Gear)

Different tokens for Hard vs Extreme, needing both better gear and skill to beat Extreme, means everyone can continue leveraging the same content for a while. Hardcore players have moved from Hard to Extreme after a couple weeks, while casual players move from Hard to Extreme after a couple months. And then hopefully Extreme keeps everyone busy for a good amount of time because the battle is hard, not because of shoddy drop rates.
