The delay on the bow does effect light shot, the fact that you don't know this indicates that you've never used a 3.1s bow.

I use Garuda's bow actually. Just ran out of town to see if it was 5 seconds or not. It's a 3 second recast!

I always remember our Bards in Garuda taking 4 hits to get enough TP in Garuda using her bow instead of 3 hits with Ifrit bow. The TP gained per hit is relative to the delay on the weapon. It was insinuated that the Garuda bow was just as slow as the Ifrit bow but perhaps I should have checked this out myself first. Normally I'd say if I was making assumptions!
