In order to get promoted, the player has to access "Small Talk." Trying to access this prompts the lieutenant to give you 5000 seals due to Foundation Day which you cannot accept if you are capped at a lower rank.

The only way to resolve this is to waste seals so that you can accept the 5000 which is wasteful. Please resolve this issue.
