Balanced as in it doesn't fit your definition of how many party members you should need to kill it?
If you can't kill it then build a better party. Problem solved.
NOTE: Higher level mobs in low level areas are there to keep players on there toes. It also helps take care of pesky botters as I have witnessed a few times before.
No, balance as in statistics, which they acknowledged is off currently as the only thing that truly matters is Player Rank vs Monster Rank.
It keeps player's on their toes but there's also no sense of even distribution throughout the areas because monsters share the same spawn (which I assume is in place for making NMs pop eventually) which means in an area that's primarily dodos for example, there's the chance marmots will spawn in place of them instead of the dodos respawning - So aside monster stats, the enemy distribution isn't evenly balanced.
I see no problem with placement, honestly the game gives you great variety in places to level. Basically pick a zone and go. Never have to be at the same place twice. That and the mobs around the camps tend to be at the respective levels.
I think people need to branch out some more and explore.
With enemy balance, the HP values on all Leve mobs needs to be increased and behest needs to be about 5-6 fold harder also the range attack on every mob needs to be removed.
Make the fights require strategy instead of button spamming. Maby make some leves where the extra mobs that spawns is a harder mob, like a mini boss which takes 4-5mins to kill.
