You see what I said and take it in a far left view stating that this is exactly the reason why someone should do something about it. Then there is the far rights view saying to grow up and deal with it cause it is going to happen anyway. Either way neither side will give an inch since it is SE's job to be the intermediary but they don't seem to care too much on that front. Reporting abuse ingame rarely gets any answer other than "Have you tried black listing the individual." Which is their primary goal so that they keep a paying customer rather than cater to the feelings of those who run into issues.
A companies motto might be "The customer is always right" but they forget to let you see the rest of that motto - "So long as I still make money at the end of the day." Due to this I've learned to just let people like that roll off my back. In the long run they don't affect my ability to play the game as an individual. Should they create a group harrassment then I can only think on how sad that individual is to need additional supporters for their cause (IE hinting back at the self importance on this) since the person they were bothering blacklisted them.
Any game you go to will have this occur and the response to such is limited being as it is bad business practice to pursue it in a zero tolerance venue. Despite what the ToS states, at the end of the day the intermediaries that work for SE will seek any and every other option aside from banning a paying customer first. Usually this will first come in the form of them asking if you've done everything in your ability to avoid the other player (ignoring them, blacklisting them, not doing ingame activities with them) and end with a "We'll look into the matter." Nothing more will be done unless it becomes an issue to the point that is well documented by multiple GM calls, and even then you'll be lucky if it results in any form of a ban at all ingame.
Forums are slightly different story since the articles become recorded, and in some instances, easily accessible via cache searches by end users. Hard to state ignorance to something an end user can pull back up or point to in the long run. Though even then it only serves to block on venue while still leaving the other wide open.
TL;DR: All I can tell you is "welcome to the internet" since anonymity is king with the jester being a dick, the constable being ignorant, and the queen just the eye-candy that keeps you around. Cynical as it may be, this is the conclusion I've come to after years in the MMO scene.
