Considering Rukkirii said nothing about the level cap, I'm thinking it might be more along the lines of zone vendors in TOR than WoW's ladder progression into raiding.

Gearing up in WoW wasn't exactly easy in vanilla. Not when you were capped at lv60, required lots of materials for crafted gear to get started and needed lucky drops or really long questlines to get some of the starter gear. Then you were at the mercy of the RNG gods. And unlike here, where you can spam content, you were held in check by raid lockouts so if you killed the boss you had to wait a week to fight them again.

If Yoshi brings in "gear score" or anything similar, I will probably hang in my head in shame.
Average i-Level is a necessary evil if you want to use it as a gating mechanism for content finder. That's how it is currently used in WoW: a gating mechanism for heroic dungeons and raid finder. If SE decides to implement vehicle fights, then average i-Level can also be used to determine a vehicle's stats.
